The User agrees that any dispute, claim, or accusation or any purported allegations of negligence resulting in liability of any officer, director or official while in the course of business, driving official vehicles, or attending official functions, shall be governed by and construed in accordance with the laws of the State of California, without regard to its conflicts of law provisions. Any cause of action with respect to your rights and obligations must be filed in Fresno County, State of California and may not be served upon said entity, officer, director or official, unless personal service is ordered by a court of competent jurisdiction and effected within one year of the date upon which a cause of action is alleged.
